Israel Electric Corporation is one of the country's largest industrial companies. With an installed power generation capacity of over 10,000 MW and over 13,000 employees, it is Israel's third largest industrial corporation by sales volume (D&B, 2006). Due to historical reasons, IEC northern region offices were for decades dispersed all over the city of Haifa.

In the 1990s a decision was made to concentrate the IEC northern headquarters in one complex. This was implemented by constructing a nearly 30 story tower located in the southern outskirts of the city of Haifa. The location integrates well in the planned development of the zone with land uses like offices, high-tech industry, commerce and recreation.

TEDEM has been chosen as the chief designer of the integral planning of the internal system of roads, traffic schemes and parking lots (1,500) for the IEC new headquarters complex in Haifa
