Israel Railways Electrification

Feasibility study, preliminary design and preparation of tender documents for the electrification of the entire Israel Railways system

The Israel Railways network consists of about 800 km of main lines, mostly passenger service. Dedicated freight lines are only in the south of the country and their main use is for transporting phosphate and other minerals to the Port of ASHDOD on the Mediterranean Sea. The present rolling stock fleet is diesel-operated, with a maximum running speed of 140 km/h.

Since the beginning of the 1990s, the rail network in Israel has been undergoing extensive and rapid development. The last passenger single-track lines are about to be doubled and more new lines are about to be constructed. In 2002, ISR initiated its Electrification Project, which consists of electrifying 420 km of lines and constructing 14 transformer stations (in the first stage) at an estimated cost of USD 550 million, and of completing the electrification of the other lines in further stages. Electrification will be fed by a single phase 25 KV 50 Hz, and the system will be capable to perform under train speeds up to 200 km/h.

TEDEM was appointed to perform all the necessary studies for selecting the implementation contracted company; thus these studies include the elaboration and preparation of tender documents. The project is to be implemented as a turnkey project.
TEDEM has, up to now, completed the following assignments:
  • Feasibility and economic profitability study.
  • Preparation of Master Plan.
  • Preliminary design (detailed design will be carried out by the turnkey contractor) for the first lines (420 km). 
  • Statutory planning and coordination; representation of IR before the National Infrastructure Committee.
  • Preparation of specifications and tender documents for the prequalification phase.
  • Assistance to IR in reviewing the bidders' submittals (proven experience and initial technical proposals).
  • Preparation of specifications and tender documents for the final phase of the tender.
IR intends to select a Contractor by mid-2007. At this point, TEDEM will perform top oversight on the Contractor's works and will prepare the design and preparation of tender documents for the further stages.

TEDEM is the main consultant and designer of the project and has been assisted by the following sub-consultants who work closely under TEDEM:
  • Railway Electrification Engineering: DE-CONSULT, Frankfurt on Main, Germany;
  • Traction Power Supply: TOPAZ, Haifa, Israel;
  • Transportation Economics: AB Plan, Haifa, Israel;
  • EMC Engineering: Moshe Netzer & Oren Hartal, Haifa, Israel;
  • Architecture: Uzi Gordon, Tirat Carmel, Israel;
  • Landscape Architecture: Greenstein-Hargil, Haifa, Israel.
The first stage of the Project (420 km) is scheduled to be completed by 2013.
