The city of MODIIN , located in Israel central region approximately half way between Tel Aviv and Jerusalem on Route 443, has developed rapidly in last decade. Its construction began in 1993 and since it has reached nearly 60,000 inhabitants. It is considered a dormitory town with a high standard of living in multistory houses.
Being a dormitory city, most of its area's land use is residential. These residential quarters have been developed in a cluster fashion; after passing the stages of preparing and approving corresponding outline plans the plots were marketed as clusters by the authorities for construction companies.  

The construction of the quarters under consideration in this project (approximately 1,000 dwelling units) was awarded by the construction firm MALIBU who appointed TEDEM as its primary consultant for all aspects dealing with road and parking final design in the neighborhood.

TEDEM has provided MALIBU with integral consulting services related to road, traffic and parking final design, retaining walls (the town is located in a moderate hilly area), coordination of infrastructure systems layout, and other topics related to urban civil infrastructure.
