In the framework of urban development of the city, the Haifa Municipality initiated in the mid 1990s the development of a site for new residential quarter RAMAT CHEN, after previously approving an outline plan for the neighborhood. The quarter site is situated on one the hills of the CARMEL Mountain the city is spread across. The quarter has been planned to house nearly 1,000 dwelling units in 3-4 story houses, constructed independently by individual plot owners.

Acting as the chief designer of the entire road system within the quarter, TEDEM has carried out the design of all the components of the quarter planning, namely: earth works, road design, drainage, retaining walls, infrastructure systems layout, and top oversight during implementation. Furthermore, TEDEM provided final design of an underground 50 cars parking facility of a nursing house constructed in the complex.
