Services Provided:
  • Advisory services for the outline plan preparation and approval procedures, including preparation of transportation annex to the outline plan.
  • Detailed design of physical layout, roads and various traffic schemes and parking facilities for the compound.
  • Design of the drainage systems and facilities. 

The city of Haifa, Israel third largest city and the core of the Haifa Metropolitan Area, has been under a massive development since the beginning of the 1990s. The region's transportation infrastructure has been developed in a rapid pace and many new business complexes are being promoted and constructed.

At present, there are only 2 soccer stadiums in the city: one is the operative KIRIAT ELIEZER stadium, seating approximately 20,000 spectators; the second is the no operative KIRIAT HAYIM facility, planned for demolition and dedicating its terrain for future residential development.

Considering the city's urgent needs for a large scale (in local terms) and modern soccer stadium, a new site was located at the southern outskirts of Haifa. The location integrates well in the planned development activities of the zone which will be offices, high-tech industry, commerce and recreation. The new facility is planned to seat 30,000 spectators, with parking lots capacity of 1,500 vehicles.
The following topics have been addressed within the design process:
  • Preliminary integral design of the system;
  • Preliminary physical and traffic design of the complex road and parking system;
  • Design of drainage system, including preparation of drainage annex and its posterior approval at the Haifa Municipality and the regional drainage authority;
  • Design of access for motorized traffic and pedestrians to the site;
  • Coordination of preliminary design with Haifa Municipality and Ministry of Transport, including obtaining necessary approvals;
  • Preparation of preliminary cost estimates.

TEDEM has been chosen as the chief designer of the road and parking system of the entire complex, thus covering all transportation and major infrastructure topics, such as: roads and traffic detailed design, traffic schemes, drainage, infrastructure systems relocation coordination, etc.
