In the framework of urban development of the city, the Haifa Municipality initiated in the early 1990s a process for the development of a site for new residential quarter NAVE SHAANAN Down Hills, right after the approval of the quarter's outline plan. The quarter site is located on a northern hill of the CARMEL Mountain. The quarter was planned to house nearly 1,000 dwelling units, mostly in 3-4 story houses and in several 12 story towers. The construction was carried out independently by several housing construction companies. The Ministry of Housing and Construction was in charge of forcing the quarter's roads and initial placing of infrastructure systems.

Acting as the chief designer of the entire road system within the quarter, TEDEM has carried out the design of all the components of the quarter planning, namely: earth works, road design, drainage, retaining walls, infrastructure systems layout, and top oversight during implementation.
