The city of Haifa, Israel third largest city and the core of the Haifa Metropolitan Area, has been under a massive development since the beginning of the 1990s. The region's transportation infrastructure has been developed in a rapid pace and many new business complexes are being promoted and constructed. This applies as well to Haifa adjacent towns and suburbs, despite being independent municipal entities, integrate in the Haifa Metropolitan Area.

One of the zones of recent rapid expansion is the SHAAR HACARMEL commercial and office complex. Located south to the MATAM high tech industrial park, with direct access from Route 4, it is presently a house to several office structures and the KOSMOS Commercial Center, located in jurisdiction of the town of TIRAT CARMEL, at the southern outskirts of Haifa.
The project under consideration dealt with a detailed design of the entire site for the commercial facility. It covered access roads to the adjacent system, internal streets and maneuvering areas and a large scale at-level parking facility. Final site layout will include nearly 100,000 m2 of buildup area and parking facilities for 3,000 cars (at-level and underground).

TEDEM has been chosen as the chief designer of the road and parking system of the entire complex, thus covering all transportation and major infrastructure topics, such as: roads and traffic detailed design, traffic schemes, drainage, coordination of infrastructure systems layout and relocation, etc.
