The city of Haifa, Israel third largest city and the core of the Haifa Metropolitan Area, has been under a massive development since the beginning of the 1990s. The region's transportation infrastructure has been developed in a rapid pace and many new business complexes are being promoted and constructed.

One of the most rapidly developed areas in the city is its southern outskirts. This area, almost empty until the early 1990s, is now a home for large scale shopping centers, an international convention center, Israel Electric Corporation Northern Headquarters, with the MATAM high-tech industrial park in its vicinity.
The CASTRA shopping center, completed in 1999, is an ultramodern mall. It is a second major commercial facility of a commercial complex housing the previously opened Haifa Mall. It integrates in the zone road system, taking into account further planned development in the area. The CASTRA Mall has parking capacity of 500, in open space and underground facilities.

TEDEM has been the chief designer in charge of all transport components of the complex, such as: roads, traffic arrangements and schemes, access and integration with adjacent present and future road system, infrastructure systems coordination, top oversight during construction, etc.
