The city of Haifa, Israel third largest city and the core of the Haifa Metropolitan Area, is since the beginning of the 1990s under a massive development. The region's transportation infrastructure has been developed in a rapid pace and many new business complexes are being promoted and constructed.

One the key projects in this context is the Government City located in the downtown area. This huge urban compound, inaugurated in the early 2000s, houses several governmental agencies (such as the District and Magistrates Courts, the National Insurance Institution (Social Security), Ministry of Finance and many other district headquarters of governmental and public bodies. The main reason behind this project was to concentrate these offices, previously dispersed in various locations around the city, in one newly designed location; furthermore, to strengthen the land use activity in the downtown area which has significantly deteriorated.
TEDEM has been chosen as the chief designer of the road and parking system of the entire complex, thus covering the following components:
  • Detailed design of the main access to the compound multilevel underground parking facilities (in total nearly 2,000 spaces).
  • Detailed design of traffic and parking systems of the entire complex and of its intra and inter connections.
  • Detailed design of a depressed access ramp to an underground multilevel parking lot.
  • Detailed design of traffic arrangements in adjacent streets and of correspondent resulting modifications.
  • Detailed design of a parking lot over the main railway close to the Haifa Port main gate.
  • Preparation of annexes to several detailed outline plans regarding present and future development projects in the downtown area.
  • Detailed design of all aspects related to: hydrology, hydraulics, roads and parking lots drainage, etc.
