Israel Railways are in the midst of a massive expansion process, started in the mid 1990s. Within this framework, complying with the Israel Railways master plan, new railway lines are added to the presently existing network, and existing routes are upgraded from single to double track.

The project presented below refers to the design of the upgrading and expanding of the existing coastal railway line, connecting the KRAYOT (Haifa northern suburbs) to the cities of AKKO and NAHARIA, from a single to a double track route. The project also includes a new layout for a section south to the city of AKKO. The total length of the upgraded section is about 20 km (double track).

The city of KIRIAT MOTZKIN is located at the northern part of the central Metropolitan Area of Haifa and, despite being an independent municipal community, is in fact one of Haifa suburbs. KIRIAT MOTZKIN, as well as the cities of AKKO and NAHARIA, is located along the Mediterranean coastline in the western-northern region of Israel. At present, NAHARIA is the most northern point along the coastal railway line (about 10 km. from the Israeli-Lebanese border).
The need for upgrading this section of the coastal railway route originates from the necessity to increase railway capacity and running speed to allow higher number of faster trains running between the western-northern region and the Metropolitan Area of Tel Aviv.

The railway layout is mostly on a plain terrain, with some sections laid on an embankment after performing previous earth works.

At present, the railway line intersects with several west-east roads by at-level crossings. Within the scope of the project, all these crossing are to be eliminated by over and underpasses for vehicles and pedestrians. Furthermore, the design includes two bridges over east-west streams, as well as several small culvert bridges.

TEDEM was chosen as the project principal designer, including the integration of all other multidisciplinary consultants participating in the planning process. Within this framework the company has been providing the following services:
  • Preparation of a detailed outline plan, in accordance with existing master plans regarding the region, including all necessary coordination with statutory authorities.

On top of all design components performed directly by TEDEM, the company has been coordinating and guiding numerous sub-consultants in the fields of:
  • Construction of bridges and culvert structures.
  • Design of water and sewerage pipelines.
  • Design of illumination along the railway route, as well as for adjacent roads and over/underpasses.
  • Landscape and environmental protection.
  • Addressing of soil engineering aspects related to the railway embankment and adjacent roads structures.
  • Safety.
