Route 411 is an important latitudinal secondary road in the west-southern part of the country, connecting vital longitudinal primary highways such as Routes 3 & 40 and Highway 6. Among others, it serves the city REHOVOT, a large population and industry center that lies in the southern part of the Greater Tel Aviv Metropolitan Area, and various nearby located towns and localities. Presently a 2 lane undivided highway, in its final stage on the long run it is planned for a full dual carriageway with 2 lanes in each direction.

The project encompasses a 12 km. long road section, focusing separately on its various links according to guidelines formulated by the National Company of Roads:
  • Preliminary design to widen a 5 km. long section into a dual carriageway with 4 lanes separated by median.
  • Detailed design of signalizing 2 intersections on a section with 4 lanes divided by median.
  • Detailed design to widen a 3 km. long 2 lane section into a dual carriageway with 4 lanes separated by median.
  • Detailed design of the HULDA interchange, aimed to integrate the Route 411 crossing with Highway 6 (Cross Israel Highway).
  • Detailed design of local road safety improvements and widening into dual 4 lane carriageway in the proximity of intersection with Route 3 (HULDA Intersection).
The design requires coping with alongside agricultural cultivated areas, adjacent population localities and activity centers, a planned parallel agricultural service road, etc.


TEDEM is acting as the project principal designer, providing the following services:
  • Geometrical and altimetric design of the road, including an analysis of various layout alternatives and choosing the one preferable.
  • Design of the Cross Israel Highway HULDA interchange.
  • Detailed traffic design of signalized intersections.
  • Detailed design of an agricultural service road.
  • Preparation of detailed bills of quantity and costs.
  • Preparation of tender documents.
  • Coordination of existing and planned infrastructure systems integration and relocation.
  • Coordination procedures with various authorities and bodies.
